This funding is available through the American Recovery and Reinvestment Act of 2009. The funds are awarded to the state through the U.S Department of Health and Human Services, Administration for Children and Families. Funds are to provide economic stimulus to the nation working through a network of community action agencies and other neighborhood organizations, for the reduction of poverty, revitalization of low-income communities, and empowerment of low-income families and individuals in rural and urban areas to become fully self-sufficient.
States are required to pass through 99 percent of their Recovery Act allocations for grants to "eligible entities" as defined in the CSBG Act and use the remaining one percent of funds for benefits enrollment coordination activities relating to the identification and enrollment of eligible individuals and families. Rural Alaska Community Action Program, Incorporated (RurAL CAP) is the only eligible entity in the state of Alaska.
During Federal Fiscal Year 2009 and 2010 RurAL CAP INC. will use Community Services Block Grant ~ American Recovery and Reinvestment Act finds for allowable expenditures under the Benefits Enrollment Project, Residential Energy Efficiency Project, Community Energy Efficiency Project and Default Avoidance Foreclosure Prevention project as outlined in the CSBG ~ ARRA state plan.
