Community Sanitation Overview:
The Village Council operates the central watering point and washeteria. Water is currently derived from snow and ice melt and a lake reservoir, is treated, and hauled by residents from the washeteria. Water shortages are common. The school operates its own surface water treatment facility, but shares a sewage lagoon with the washeteria. Homes are not plumbed. Honey buckets are disposed of by residents. Infrastructure improvements are underway to develop a community system. 
RUBA Status & Activities This Qtr:
RUBA is in contact with follow-ups through phone, fax and mail(large documents). This quarter the essentials pertaining to the Water/Sewer Utility have been changed to not meeting indicators. From the initial assessment, the I.R.A. organization had been addressing the indicators. However, now that the Water/Sewer department is getting situated within the Electric department, RUBA is switching progress follow-ups to this department directly. This Utility has not yet been included in the organizational budget and financial reports since the Utility financial management continues to be in the development stages. RUBA has contacted the Utility manager, William Igkurak. He has indicated that he was not included starting from the initial plan of this utility. He was notified and assigned this utility in November of 2005. Budgets and financial reporting samples as well as a Utility Financial Management manual for the Water/Sewer department have been provided since they are just now in the process of being developed separate from the Electric and overall organization reports. The Utility manager has informed RUBA that they are going through growing pains and everything seems to be starting backwards. He was concerned how the development and process of this utility got started but with the help of RUBA, the essentials will be addressed as soon as possible. RUBA has provided budget and Monthly Financial Report samples to help the process. The Electric utility is now operating the accounting of the Water/Sewer utilizing a QuickBooks Pro system. They are still in the process of getting the Water/Sewer departmental financial data, customer accounts and taxes situated within this program. The Electric Utility was the first department they installed with this software. However, during these past several months, already the Utility Manager observes revenue stress with customer accounts. A pay meter has been installed with the Electric Utility. Plans to intergrate the Water/Sewer accounts has yet to be done. RUBA will now be working directly with the Utility Manager and his staff to address the essentials of this Utility. The council has invited RUBA and Pierre Costello, ANTHC Engineer, to attend a meeting that will be scheduled in July after the holiday. The tribal administrator will inform us when a date has been set.  
RUBA Activities for the Coming Qtr:
Follow up on indicators is on-going. RUBA has been invited to attend a meeting in July 2006. The administrator will call after the holiday with a set date. In the meantime, phone and fax followups continue with the Utility Manager and Administrator.

The electric Utility of this organization has received the pre-pay meters. They are installed. They plan to intergrade this to the water/sewer accounts. They are confident that this will keep all customer accounts current. They plan to require a down payment to any delinquent customer account on top of the delivery request.

Operation of Utility Comments
Essential indicators continue to be met. Operators are reporting verbally about the system to the manager. This utility still appears on the SNC-SWTR list. According to EPA, system continues to be on a long term boil water notice for inadequate treatment facilities. Water is used only for washing and not consumed by residents. Presently the system does not disinfect due to high iron content of water. Once the water treatment project is complete, they are still hopeful that this will resolve the problem.
